Over the fiscal cliff: Soft or hard landing?

WASHINGTON (AP) ? Efforts to save the nation from going over a year-end "fiscal cliff" were in disarray as lawmakers fled the Capitol for their Christmas break. "God only knows" how a deal can be reached now, House Speaker John Boehner declared.

President Barack Obama, on his way out of town himself, insisted a bargain could still be struck before Dec. 31. "Call me a hopeless optimist," he said. Obama returned from vacation Thursday and called congressional leaders to the White House Friday in hopes of reaching a deal.

A look at why it's so hard for Republicans and Democrats to compromise on urgent matters of taxes and spending, and what happens if they fail to meet their deadline:

NEW YEAR'S HEADACHE

Partly by fate, partly by design, some scary fiscal forces come together at the start of 2013 unless Congress and Obama act to stop them. They include:

? Some $536 billion in tax increases, touching nearly all Americans, because various federal tax cuts and breaks expire at year's end.

? About $110 billion in spending cuts divided equally between the military and most other federal departments. That's about 8 percent of their annual budgets, 9 percent for the Pentagon.

Hitting the national economy with that double whammy of tax increases and spending cuts is what's called going over the "fiscal cliff." If allowed to unfold over 2013, it would lead to recession, a big jump in unemployment and financial market turmoil, economists predict.

WHAT IF THEY MISS THE DEADLINE?

If New Year's Day arrives without a deal, the nation shouldn't plunge onto the shoals of recession immediately. There still might be time to engineer a soft landing.

So long as lawmakers and the president appear to be working toward agreement, the tax hikes and spending cuts could mostly be held at bay for a few weeks. Then they could be repealed retroactively once a deal was reached.

The big wild card is the stock market and the nation's financial confidence: Would traders start to panic if Washington appeared unable to reach accord? Would worried consumers and businesses sharply reduce their spending? In what could be a preview, stock prices around the world dropped Friday after House Republican leaders' plan for addressing the fiscal cliff collapsed.

Federal Reserve Chairman Ben Bernanke has warned lawmakers that the economy is already suffering from the uncertainty and they shouldn't risk making it worse by blowing past their deadline.

WHAT IF THEY NEVER AGREE?

If negotiations between Obama and Congress collapse completely, 2013 looks like a rocky year.

Taxes would jump $2,400 on average for families with incomes of $50,000 to $75,000, according to a study by the non-partisan Tax Policy Center. Because consumers would get less of their paychecks to spend, businesses and jobs would suffer.

At the same time, Americans would feel cuts in government services; some federal workers would be furloughed or laid off, and companies would lose government business. The nation would lose up to 3.4 million jobs, the Congressional Budget Office predicts.

"The consequences of that would be felt by everybody," Bernanke says.

THE TAXES

Much of the disagreement surrounds the George W. Bush-era income tax cuts, and whether those rates should be allowed to rise for the nation's wealthiest taxpayers. Both political parties say they want to protect the middle class from tax increases.

Several tax breaks begun in 2009 to stimulate the economy by aiding low- and middle-income families are also set to expire Jan. 1. The alternative minimum tax would expand to catch 28 million more taxpayers, with an average increase of $3,700 a year. Taxes on investments would rise, too. More deaths would be covered by the federal estate tax, and the rate climbs from 35 percent to 55 percent. Some corporate tax breaks would end.

The temporary Social Security payroll tax cut also is due to expire. That tax break for most Americans seems likely to end even if a fiscal cliff deal is reached, now that Obama has backed down from his call to prolong it as an economic stimulus.

THE SPENDING

If the nation goes over the fiscal cliff, budget cuts of 8 percent or 9 percent would hit most of the federal government, touching all sorts of things from agriculture to law enforcement and the military to weather forecasting. A few areas, such as Social Security benefits, Veterans Affairs and some programs for the poor, are exempt.

THERE'S MORE AT STAKE

All sorts of stuff could get wrapped up in the fiscal cliff deal-making. A sampling:

? Some 2 million jobless Americans may lose their federal unemployment aid. Obama wants to continue the benefits extension as part of the deal; Republicans say it's too costly.

? Social Security recipients might see their checks grow more slowly. As part of a possible deal, Obama and Republican leaders want to change the way cost-of-living adjustments are calculated, which would mean smaller checks over the years for retirees who get Social Security, veterans' benefits or government pensions.

? The price of milk could double. If Congress doesn't provide a fix for expiring dairy price supports before Jan. 1, milk-drinking families could feel the pinch. One scenario is to attach a farm bill extension to the fiscal cliff legislation ? if a compromise is reached in time.

? Millions of taxpayers who want to file their 2012 returns before mid-March will be held up while they wait to see if Congress comes through with a deal to stop the alternative minimum tax from hitting more people.

CALL THE WHOLE THING OFF?

In theory, Congress and Obama could just say no to the fiscal cliff, by extending all the tax cuts and overturning the automatic spending reductions in current law. But both Republicans and Democrats agree it's time to take steps to put the nation on a path away from a future of crippling debt.

Indeed, the automatic spending cuts set for January were created as a last-ditch effort to force Congress to deal with the debt problem.

If Washington bypassed the fiscal cliff, the next crisis would be just around the corner, in late February or early March, when the government reaches a $16.4 trillion ceiling on the amount of money it can borrow.

Boehner says Republicans won't go along with raising the limit on government borrowing unless the increase is matched by spending cuts to help attack the long-term debt problem. Failing to raise the debt ceiling could lead to a first-ever U.S. default that would roil the financial markets and shake worldwide confidence in the United States.

To avoid that scenario, Obama and Boehner are trying to wrap a debt limit agreement into the fiscal cliff negotiations.

SO WHAT'S THE HOLDUP?

They're at loggerheads over some big questions.

Obama says any deal must include higher taxes for the wealthiest Americans. Many House Republicans oppose raising anyone's tax rates. Boehner tried to get the House to vote for higher taxes only on incomes above $1 million but dropped the effort when it became clear he didn't have the votes.

Republicans also insist on deeper spending cuts than Democrats want to make. And they want to bring the nation's long-term debt under control by significantly curtailing the growth of Medicare, Medicaid and Social Security ? changes that many Democrats oppose.

Obama, meanwhile, wants more temporary economic "stimulus" spending to help speed up a sluggish recovery. Republicans say the nation can't afford it.

IT'S NOT JUST WASHINGTON

Seems like they could just make nice, shake hands and split their differences, right?

But there's a reason neither side wants to give ground. The two parties represent a divided and inconsistent America. True, Obama just won re-election. But voters also chose a Republican majority in the House.

Republican and Democrats alike say they are doing what the voters back home want.

Neither side has a clear advantage in public opinion. In an Associated Press-GfK poll, 43 percent said they trust the Democrats more to manage the federal budget deficit and 40 percent preferred the Republicans. There's a similar split on who's more trusted with taxes.

About half of Americans support higher taxes for the wealthy, the poll says, and about 10 percent want tax increases all around. Still, almost half say cutting government services, not raising taxes, should be the main focus of lawmakers as they try to balance the budget.

When asked about specific budget cuts being discussed in Washington, few Americans express support for them.

THE COUNTDOWN

Time for deal-making is short, thanks to the holiday and congressional calendars. Some key dates for averting the fiscal cliff:

? Lawmakers didn't begin returning to the Capitol until Thursday, leaving less than a week to vote on a compromise before year's end.

? Obama returned Thursday from his Christmas vacation in Hawaii. The president asked congressional leaders to the White House Friday to try to resolve the fiscal cliff.

? If lawmakers reach Dec. 31 without a deal, some economists worry that the financial markets might swoon.

? The current Congress is in session only through noon Eastern time on Jan. 3. After that, a newly elected Congress with 13 new senators and 82 new House members would inherit the problem.

(AP) ? The end game at hand, the White House and Senate leaders made a final stab at compromise Friday night to prevent middle-class tax increases from taking effect at the turn of the new year and possibly block sweeping spending cuts as well.

"I'm optimistic we may still be able to reach an agreement that can pass both houses in time," President Barack Obama said at the White House after meeting for more than an hour with top lawmakers from both houses.

Surprisingly, after weeks of postelection gridlock, Senate leaders sounded even more bullish.

The Republican leader, Sen. Mitch McConnell of Kentucky, said he was "hopeful and optimistic" of a deal that could be presented to rank-and-file lawmakers as early as Sunday, a little more than 24 hours before the year-end deadline.

Said Majority Leader Harry Reid: "I'm going to do everything I can" to prevent the tax increases and spending cuts that threaten to send the economy into recession. He cautioned, "Whatever we come up with is going to be imperfect."

House Speaker John Boehner, a Republican who has struggled recently with anti-tax rebels inside his own party, said through an aide he would await the results of the talks between the Senate and White House.

Under a timetable sketched by congressional aides, any agreement would first go to the Senate for a vote. The House would then be asked to assent, possibly as late as Jan. 2, the final full day before a new Congress takes office.

Officials said there was a general understanding that any agreement would block scheduled income tax increases for middle class earners while letting rates rise at upper income levels.

Democrats said Obama was sticking to his campaign call for increases above $250,000 in annual income, even though in recent negotiations he said he could accept $400,000.

The two sides also confronted a divide over estate taxes.

Obama favors a higher tax than is currently in effect, but one senior Republican, Sen. Jon Kyl of Arizona, said he's "totally dead set" against it. Speaking of fellow GOP lawmakers, he said they harbor more opposition to an increase in the estate tax than to letting taxes on income and investments rise at upper levels.

Also likely to be included in the negotiations are taxes on dividends and capital gains, both of which are scheduled to rise with the new year. Also the alternative minimum tax, which, if left unchanged, could hit an estimated 28 million households for the first time with an average increase of more than $3,000.

In addition, Obama and Democrats want to prevent the expiration of unemployment benefits for about 2 million long-term jobless men and women, and there is widespread sentiment in both parties to shelter doctors from a 27 percent cut in Medicare fees.

The White House has shown increased concern about a possible doubling of milk prices if a farm bill is not passed in the next few days, although it is not clear whether that issue, too, might be included in the talks.

One Republican who was briefed on the White House meeting said Boehner made it clear he would leave in place spending cuts scheduled to take effect unless alternative savings were included in any compromise to offset them. If he prevails, that would defer politically difficult decisions on curtailing government benefit programs like Medicare until 2013.

Success was far from guaranteed in an atmosphere of political mistrust ? even on a slimmed-down deal that postponed hard decisions about spending cuts into 2013 ? in a Capitol where lawmakers grumbled about the likelihood of spending the new year holiday working.

In a brief appearance in the White House briefing room, Obama referred to "dysfunction in Washington," and said the American public is "not going to have any patience for a politically self-inflicted wound to our economy. Not right now."

If there is no compromise, he said he expects Reid to put legislation on the floor to prevent tax increases on the middle class and extend unemployment benefits ? an implicit challenge to Republicans to dare to vote against what polls show is popular.

The president also booked a highly unusual appearance on Meet the Press for Sunday, yet another indication of his determination to retain the political high ground that came with his re-election.

The guest list for the White House meeting included Reid, McConnell, Boehner and House Democratic leader Nancy Pelosi, D-Calif.

The same group last met more than a month ago and emerged expressing optimism they could strike a deal that avoided the fiscal cliff. At that point, Boehner had already said he was willing to let tax revenues rise as part of an agreement, and the president and his Democratic allies said they were ready to accept spending cuts.

Since then, though, talks between Obama and Boehner faltered, the speaker struggled to control his rebellious rank and file, and Reid and McConnell sparred almost daily in speeches on the Senate floor. Through it all, Wall Street has paid close attention, and the meeting was still going on at the White House when stocks closed lower for the fifth day in a row.

The core issue is the same as it has been for more than a year, Obama's demand for tax rates to rise on upper incomes while remaining at current levels for most Americans. He made the proposal central to his successful campaign for re-election, when he said incomes above $200,000 for individuals and $250,000 for couples should rise to 39.6 percent from the current 35 percent.

Boehner refused for weeks to accept any rate increases, and simultaneously accused Obama of skimping on the spending cuts he would support as part of a balanced deal to reduce deficits, remove the threat of spending cuts and prevent the across-the-board tax cuts.

Last week, the Ohio Republican pivoted and presented a Plan B measure that would have let rates rise on million-dollar earners. That was well above Obama's latest offer, which called for a $400,000 threshold, but more than the speaker's rank and file were willing to accept.

Facing defeat, Boehner scrapped plans for a vote, leaving the economy on track for the cliff that political leaders in both parties had said they could avoid. In the aftermath, Democrats said they doubted any compromise was possible until Boehner has been elected to a second term as speaker when the new Congress convenes on Jan. 3.

Further compounding the year-end maneuvering, there are warnings that the price of milk could virtually double beginning next year.

Congressional officials said that under current law, the federal government is obligated to maintain prices so that fluid milk sells for about $20 per hundredweight. If the law lapses, the Department of Agriculture would be required to maintain a price closer to $36 of $38 per hundredweight, they said. It is unclear when price increases might be felt by consumers.

We?ve seen plenty of set photos from The Wolverine, and so far it looks like we were going to see Wolverine (Hugh Jackman) across plenty of locations.? How fiscal cliff negotiations fell apart behind closed doors

The first family arrived in the president's idyllic home state of Hawaii early today to celebrate the holidays, but President Obama, who along with Michelle will pay tribute Sunday to the late Sen. Daniel Inouye at the National Memorial Cemetery of the Pacific, could be returning home to Washington sooner than he expected.

That's because the President didn't get his Christmas wish: a deal with Congress on the looming fiscal cliff.

Members of Congress streamed out of the Capitol Friday night with no agreement to avert the fiscal cliff -- a massive package of mandatory tax increases and federal spending cuts triggered if no deal is worked out to cut the deficit. Congress is expected to be back in session by Thursday.

It's unclear when President Obama may return from Hawaii. His limited vacation time will not be without updates on continuing talks. Staff members for both sides are expected to exchange emails and phone calls over the next couple of days.

Meanwhile, Speaker of the House John Boehner is home in Ohio. He recorded the weekly GOP address before leaving Washington, stressing the president's role in the failure to reach an agreement on the cliff.

"What the president has offered so far simply won't do anything to solve our spending problem and begin to address our nation's crippling debt," he said in the recorded address, "The House has done its part to avert this entire fiscal cliff. ... The events of the past week make it clearer than ever that these measures reflect the will of the House."

Senate Minority Leader Mitch McConnell echoed the sentiment while lamenting the failure to reach a compromise.

"I'm stuck here in Washington trying to prevent my fellow Kentuckians having to shell out more money to Uncle Sam next year," he said.

McConnell is also traveling to Hawaii to attend the Inouye service Sunday.

If the White House and Congress cannot reach a deficit-cutting budget agreement by year's end, by law the across-the-board tax hikes and spending cuts -- the so called fiscal cliff -- will go into effect. Many economists say that will likely send the economy into a new recession.

Reports today shed light on how negotiations fell apart behind closed doors. The Wall Street Journal, citing unnamed sources, reported that when Boehner expressed his opposition to tax rate increases, the president allegedly responded, "You are asking me to accept Mitt Romney's tax plan. Why would I do that?"

The icy exchange continued when, in reference to Boehner's offer to secure $800 billion in revenue by limiting deductions, the speaker reportedly implored the president, "What do I get?"

The president's alleged response: "You get nothing. I get that for free."

The account is perhaps the most thorough and hostile released about the series of unsuccessful talks Obama and Boehner have had in an effort to reach an agreement about the cliff.

Unable to agree to a "big deal" on taxes and entitlements, the president is now reportedly hoping to reach a "small deal" with Republicans to avoid the fiscal cliff.

Such a deal would extend unemployment benefits and set the tone for a bigger deal with Republicans down the line.

In his own weekly address, Obama called this smaller deal "an achievable goal ... that can get done in 10 days."

But though there is no definitive way to say one way or the other whether it really is an achievable goal, one thing is for certain: Republican leadership does not agree with the president on this question.

Of reaching an agreement on the fiscal cliff by the deadline, Boehner said, "How we get there, God only knows."

Flat-screen TV might seem overrated in comparison. Not only is this the world's thinnest screen - it can also display vivid images.

Most screens are opaque, but Yoichi Ochiai of the University of Tokyo, Japan, and colleagues can vary the transparency and reflectance of a soap film using ultrasonic sound waves. That means they can manipulate an image to make it look textured.

Using multiple screens can produce 3D holographic images. Due to the mixture of colloids in the film, it can be poked without popping, allowing for interaction.

The technology could be useful to artists, to give their work a more realistic feel. UN court orders release of Argentine ship in Ghana

BERLIN (AP) ? A United Nations court ordered the immediate release Saturday of an Argentine navy training ship and crew detained in Ghana two months ago at the request of an American hedge fund.

The ARA Libertad training ship was seized Oct. 2 in the port of Tema as collateral for unpaid bonds dating from Argentina's economic crisis a decade ago.

Argentina appealed to the Hamburg, Germany-based U.N.'s International Tribunal for the Law of the Sea for the ship's release, arguing that as a warship the Libertad is immune from being seized.

In an expedited ruling that sided with Argentina's argument, the court ordered that Ghana "forthwith and unconditionally release the frigate ARA Libertad" and ensure the ship and its crew can leave Ghanaian waters. It also ordered that the vessel should be resupplied as needed.

Detaining the ship was "a source of conflict that may endanger friendly relations among states," the court said.

The ruling leaves untouched the parties' rights to seek further international arbitration on the matter.

Argentine Economy Minister Hernan Lorenzino hailed the court's decision and vowed to continue fighting what President Cristina Fernandez has called "vulture funds."

"Argentina will continue to defend itself from the financial pirates," Lorenzino said via Twitter on Saturday. "Vultures, you won't succeed, with the ship nor with the debt."

Susana Ruiz Cerutti, the head of Argentina's sea tribunal, told the Telam state news agency that the order to release the Libertad "should serve as a lesson to the vulture funds." She praised the ruling for being unanimous and for siding with the vessel's captain, who had been accused of contempt.

Ghana courts ordered the ship detained on a claim by Cayman Islands-based NML Capital Ltd. Its owner, American billionaire Paul Singer, leads a group demanding payment in full, plus interest ? about $350 million ? for dollar-based Argentine bonds bought at fire sale prices after Argentina's 2001-2002 economic collapse forced a sharp devaluation of its currency.

The vast majority of bondholders accepted about 30 cents on the dollar years ago, and that is roughly what the holdouts led by Singer initially paid for the bonds.

Decking out homes with smartphone-controlled appliances and using gadgets to keep tabs on electricity usage isn't exactly new, but the MeterPlug thinks it can do a better job of tracking exactly how much dough your devices are burning in electricity. The plastic dongle plugs in-between an outlet and a device, and leverages a database of electricity prices based on location and time of day to calculate how much an appliance drains from your wallet per hour, day, week, month and year. With the help of Bluetooth, MeterPlug slings data to an Android or iOS app, and shoots updated meter information -- stored inside built-in memory -- as you come into range. Sure, Bluetooth connectivity only allows for connected devices within 100 feet to be manually switched on and off through the app, but it also gives users the option of proximity control. MeterPlug can cut power to whatever is jacked in as users wander away, and restore juice when they walk back into range.

The Best Housing Markets for Buyers and Sellers ... - Yahoo! Finance

The real estate market has been slowly improving since it reached record lows in 2008 and 2009. Existing-home sales rose 2.1% in October and the national median price for an existing home is 11.1% higher than it was one year ago. According to the Federal Reserve's beige book, the housing industry has experienced substantial improvement and has been a bright spot for the economy this year.

Still, not all housing markets have rebounded as quickly as others. In some parts of the United States, homebuyers are finding that they are at an advantage -- demand for houses are low and supply is high. Houses in these markets are often on sale for months and are usually bought for well below their asking price. In other areas, home sellers have a leg up because of unusual demand. Their homes tend to sell for much higher than the asking price.

Real estate Web site Zillow has created an index to determine which U.S. markets favor buyers and which favor sellers. Zillow compiled the index by looking at how long homes were on the market and by using sale-to list price ratios.

The results showed a clear divergence in buyers' and sellers' markets throughout the United States.

Stan Humphries, chief economist of Zillow, tells The Daily Ticker that he was surprised to find that California dominated the list of sellers' markets.

"Of the top 30 markets in terms of ones that are most favorable to sellers, the hottest markets right now, 24 of them were in California," he says.

The West and Southwest are the best markets for home sellers, partially because of the tech boom but also because of the extreme price adjustments that hit the area in 2009. "Those have been very hard hit markets," says Humphries, "and some of these homes have seen value declines of over 50% from their peaks, so affordability has been reset enormously which has actually drawn demand back into the marketplace."

This affordability is coupled with a limited supply of housing because of negative equity in the area. Negative equity prevents some sellers from putting their homes up for sale even when there are buyers in the market.

The top 10 seller's markets are:

1. San Jose, Calif.

2. San Francisco, Calif.

3. Sacramento, Calif.

4. Las Vegas, Nev.

5. Phoenix, Ariz.

6. Riverside, Calif.

7. Los Angeles, Calif.

8. San Diego, Calif.

9. Seattle, Wash.

10. Washington, D.C.

Buyers' markets tend to be found in the Midwest and mid-Atlantic regions of the U.S. Humphries says cities like Cincinnati, Cleveland, Chicago, Baltimore, and Pittsburgh are advantageous markets for home buyers.

Homes in these areas typically take over four months to sell and are discounted by 4%-6% from their listing prices.

"You definitely did not see affordability reset in some of these Midwest and mid-Atlantic markets," explains Humphries. "I think the other factor is that they don't tend to pull in the additional cohort of buyers that's made of international buyers or second home and retiree buyers."

Medical researchers discover new potential chemotherapy

Dec. 13, 2012 ? Medical researchers at the University of Alberta have discovered that knocking out a particular "partner" gene is the Achilles' heel of some cancers.

Cancer causing genes often have a partner in crime, meaning when either of the two genes is active in cancer cells, the tumour grows. The challenge for researchers has been pinpointing the genes' "lethal partners." Loss of one of the partners alone isn't deadly to the cell, but if both are gotten rid of, the cancer cells are destroyed.

Faculty of Medicine & Dentistry researcher Michael Weinfeld and his collaborators, Edan Foley and graduate student Todd Mereniuk, took cells and artificially removed a particular gene known as PKNP. Then the team knocked out 7,000 other genes, one at a time, all in an effort to find PKNP's "lethal partners" that trigger cell death.

And the team found it -- a deadly partner gene, a rare type of cancer suppressor typically missing in lymphomas.

The team confirmed their findings by examining tumours that lacked this specific cancer suppressor. They then inactivated PKNP, which caused the cancer cells to die. Their findings were published in the peer-reviewed journal Cancer Research.

Developing cancer drugs that inactivate PKNP will result in only the cancer cells that lack this gene being eradicated, not healthy, normal cells, says Weinfield, who works in the Department of Oncology at the U of A.

"Lots of work in the cancer research field is to try and come up with ways to attack cancer cells and leave normal cells intact," he says. "You need to take advantage of whatever you can to defeat cancer, which can be extremely difficult."

Weinfeld and his colleagues are now working with Dennis Hall in the Department of Chemistry at the U of A and the Centre for Drug Research and Development in British Columbia to improve this potential drug they've discovered. They are also partnering with John Lewis, the Frank and Carla Sojonky Chair in Prostate Cancer Research in the Faculty of Medicine & Dentistry, to work with his cancer-targeting nanotechnology theories.

The team's research was funded by a grant from the Canadian Institutes of Health Research.

Payroll Tax Cut: Some Republicans Willing To Back Obama's Proposal


* These include some who opposed extension last year
* This year's fiscal cliff forces a second look

WASHINGTON, Dec 12 (Reuters) - In a turnabout from a year ago, some Republican lawmakers say they are open to backing President Barack Obama's proposal to extend the payroll tax cut for a third year, possibly bringing the sides closer to a deal to avoid the fiscal cliff.
Last year Speaker John Boehner, the leading Republican in the House of Representatives, suffered through a revolt by ultra-conservative Republicans opposing the cut. They argued cutting the payroll tax would add to the deficit and hurt the retirement program it helps finance.
That was last year. This is this year.
"It depends on how it is put out, said New York Representative Tom Reed, one of the Republicans who opposed a Boehner-brokered deal to extend the cut last year. "I think lower taxes is always better policy, so we are interested in looking at lessening the tax burden on all Americans."
Introduced by Obama two years ago as an economic stimulus, the tax holiday reduced an employee's share of the payroll tax from 6.2 percent to 4.2 percent, giving workers an extra few dollars to spend and possibly help get the U.S. economy back on its feet.
The nonpartisan Tax Policy Center estimates that expiration of the payroll tax cut will raise taxes an average $700 per household.
"I feel like we are in a bind," Representative John Fleming, a member of the conservative Tea Party Caucus, said on Tuesday. The Louisiana Republican said he was torn between what the tax break was "doing to our trust fund and the need to keep money in the pockets of Americans."
The payroll tax cut was meant to be temporary and is now set to expire on Dec. 31 together with other lower income tax rates. They are key elements of the so-called fiscal cliff, a combination of tax increases and automatic spending cuts that risk triggering another recession.
Last year's tug-of-war with Obama turned into a public relations headache for Republicans, who were in the unusual position of opposing a tax cut that benefits the middle class. They said they were worried about the impact on the deficit and social security funding, but relented to a year-end extension, albeit grudgingly.
Obama proposed extending it further when he put forward his proposal for avoiding the fiscal cliff last month.
Many Republicans - along with some senior Democrats - oppose the extension, in part because it funds the Social Security retirement program.

SOCIAL SECURITY
The Social Security fund is on track to start going bankrupt in 2033 and Democrats and Republicans agree that the program has to be altered to ensure that retirees are not left without pension checks.
Boehner has not publicly ruled out an extension of the payroll tax holiday. Should he accept the White House request as part of a deal, he will need support from rank and file Republicans in the House of Representatives.
Ohio Representative Jim Jordan, leader of a large group of House conservatives, said if lawmakers were asked to simply vote on the extension, he would vote for "keeping it because I view it as a tax cut."
At the same time, Jordan said the tax should eventually revert back to 6.2 percent in the context of a broad reform of Social Security.
Representative Steven LaTourette, a moderate Republican from Ohio, said he would be open to a payroll tax extension if it was part of a package that would include a minimum of $4 trillion in deficit reduction over 10 years.
In the Senate, Republicans Rob Portman of Ohio and Jon Kyl of Arizona also did not rule it out and said support of an extension would depend on the final deal. "Everything depends on what's in the package and how it all works together," Kyl said.
Ron Johnson, Republican senator from Wisconsin, said: "I support extension of all current tax rates, that's what we should be doing."
