BERLIN ? German prosecutors say police are raiding the homes of four alleged supporters of a neo-Nazi group linked to the killings of nine immigrants and a policewoman over the past decade.

The federal prosecutors' office said Wednesday the four people are suspected of having provided the far-right group with weapons and, in one case, explosives. They were not identified.

Prosecutors say seven apartments and two office premises are being searched in the eastern states of Saxony and Thuringia and southwestern Baden-Wuerttemberg state.

The alleged founders of the Nationalist Socialist Underground group, Uwe Boehnhardt and Uwe Mundlos, died in an apparent murder-suicide in November. A third suspected member, Beate Zschaepe, turned herself in shortly afterward.

Longest-serving Pennsylvania lawmaker goes on trial (Reuters)

HARRISBURG, Penn (Reuters) ? The corruption trial of Pennsylvania's longest-serving state lawmaker, H. William DeWeese, opened on Monday with prosecutors describing him as "a common thief with uncommon access to other people's money."

DeWeese, 61, a former speaker of the state House of Representatives and a Democrat from rural Greene County, faces multiple charges including criminal conspiracy, conflict of interest and theft. His trial could last two weeks.

Prosecutors accuse the lawmaker, who has held office for 36 years, of using public funds and public employees to win election. Doing any campaigning while on the public clock is against the law in Pennsylvania.

"This case isn't a 'who done it?' and this is case isn't even a 'why done it?' It is about the use of power to keep power and to be re-elected," state prosecutor Kenneth Burns told the seven-woman, five-man jury in Dauphin County Court.

Burns said DeWeese ordered "systemic, extensive, detailed" campaign work that, in some cases, took more than half of a state employee's time.

But DeWeese's defense attorney said that the prosecution's case is trumped up and "petty."

"This is not a case of conspiracy of gun-wielding robbers with lookouts," said William Costopoulos, DeWeese's defense attorney, who has been called "Wild Bill" because of his flamboyance and ability to win high-profile cases.

Costopoulos told the jury DeWeese came from an honest family, was a U.S. Marine and, as a lawmaker, did all he could to help coal miners and improve access to prescription drugs for the elderly.

If he had a fault, Costopoulos said DeWeese was too trusting of those who worked for and with him and never believed employees would do any campaigning while working their public jobs.

"Bill DeWeese trusted everyone, especially those who were closest to him. He was so trusting many of his friends deemed him na?ve," Costopoulos said.

The case against DeWeese stems from a larger investigation, dubbed "Bonusgate," that has so far ensnared 10 House Democratic caucus members and nine House Republican caucus members, including former Republican House Speaker John Perzel of Philadelphia. Perzel has pleaded guilty to charges and awaits sentencing.

DeWeese was to have been tried with his former district office staffer Sharon Rodavich. But Rodavich pleaded guilty last week during jury selection for this trial and will testify against DeWeese.

Only 1 in 4 Young Teens Uses Sunscreen Regularly, Study Finds (HealthDay)

MONDAY, Jan. 23 (HealthDay News) -- Despite the fact that sunburn in childhood greatly raises a person's lifelong risk for skin cancer, just 25 percent of 14-year-olds in a new U.S. study said they used sunscreen regularly.

What's more, behaviors linked to risky sun exposure increased as kids got older, with older teens reporting more time in the sun and less use of sunscreen than when they were young.

In the study, published in the February issue of Pediatrics, researchers led by Dr. Stephen Dusza of Memorial Sloan-Kettering Cancer Center, in New York City, examined data on 360 fifth graders in Massachusetts who were surveyed in 2004 and again three years later in 2007.

Looking at changes in sun-protective behaviors over that period of time, the team found that more than half (53 percent) of the youngsters had already suffered at least one sunburn by the age of 11 and that that rate of sunburn remained constant over the next three years.

But during that same time period, rates of using sunscreen "often or always" actually dropped: While half of the kids used such products at the beginning of the study, only 25 percent still did so three years later.

The authors noted that the proportion of children who admitted to "liking a tan and spending time outside to get a tan significantly increased" as they grew older, as well.

The years of "periadolescence" covered by the study (ages 11 to 14) appear to be "a crucial period" when young people often either "increase or decrease their use of sun protection, obtain sunburns, or change their tan-promoting attitudes," the authors wrote.

"Adolescence and teenage years are tremendously difficult because it is a period of flexing independence, coupled with feelings of invincibility," they added. Dusza and his team believe that educational outreach during these years will be key to ensuring kids make healthier choices that can help ward off skin cancers over their lifetime.

Rockies get Scutaro from Red Sox for Mortensen (AP)

DENVER ? The Colorado Rockies acquired infielder Marco Scutaro from the Red Sox for right-hander Clayton Mortensen on Saturday in a surprising trade that could pave the way for top Boston prospect Jose Iglesias to take over at shortstop sooner than expected.

The 36-year-old Scutaro hit a career-high .299 for the Red Sox last season, when he had seven homers, 26 doubles, 54 RBIs and a .358 on-base percentage. Boston picked up his $6 million option in October, a month after the team missed the playoffs following a record collapse down the stretch.

Scutaro was expected to remain Boston's starting shortstop this season but he will play second base and bat second in Colorado, where the Rockies also have added Michael Cuddyer and Ramon Martinez in an offseason makeover following last year's disappointing slide.

Mortensen, 26, went 2-4 with a 3.86 ERA in 16 games between the Rockies' rotation and their bullpen last season. He provides depth for a Boston rotation that will be without injured starters John Lackey and Daisuke Matsuzaka next season.

The Rockies targeted Scutaro for months and taking on his $6 million contract gives the Red Sox financial flexibility to make a run at free-agent pitcher Roy Oswalt.

Shortstop has been a trouble spot in Boston since Nomar Garciaparra was traded during the World Series championship season of 2004. Orlando Cabrera filled the position the rest of that year, but he was followed by Edgar Renteria, Alex Gonzalez, Julio Lugo and Gonzalez again; Jed Lowrie, Nick Green and Alex Cora were also in the mix.

Scutaro provided two years of stability after signing with Boston as a free agent following the 2009 season. Now he's gone, too.

The 22-year-old Iglesias appeared in 10 games for the Red Sox last year, getting two hits in six at-bats. A slick fielder who has struggled at the plate as a pro, he batted .235 with a homer and 31 RBIs in 101 games for Triple-A Pawtucket last year. In two minor league seasons since he defected from Cuba, Iglesias has a paltry .308 on-base percentage and .316 slugging percentage.

Still, his defense is considered outstanding and the Red Sox have been grooming him as their shortstop of the future.

Other options for Boston include versatile veterans Mike Aviles and Nick Punto. Both have plenty of big league experience at shortstop, but they were expected to fill utility roles off the bench this season.

This week's How Would You Change stars ASUS' UX31 Zenbook, the benchmark that all of 2011's Ultrabooks should aspire to. We loved its striking design, good performance, battery life and that fantastic display. We weren't so hot on some of the frilly-script branding, annoying trackpad and a keyboard that required hammer-typing to register our presses. It's a shame to think that so many companies are producing great thin'n'light designs that are always hamstrung by one jarring error -- which is where you guys and gals come in. Congress has legal clout on Keystone pipeline: study (Reuters)

WASHINGTON (Reuters) ? The Congress has the constitutional right to legislate permits for cross-border oil pipelines like TransCanada's Keystone XL, according to a new legal analysis released late on Friday.

The study by the nonpartisan Congressional Research Service could give a boost to Republicans drafting legislation to overturn a decision this week by President Barack Obama to put the $7 billion Alberta-to-Texas project on ice.

Historically, U.S. presidents have made executive decisions on pipelines that cross borders. But Congress had the power all along to weigh in on the permits, said the study, done by four legislative attorneys with the CRS.

"If Congress chose to assert its authority in the area of border-crossing facilities, this would likely be considered within its Constitutionally enumerated authority to regulate foreign commerce," the study said.

Republicans in Congress have elevated the Canadian pipeline and the construction jobs it would create into an election-year issue, accusing Obama of caving in to environmental groups. They pushed to include a deadline for a permit approval in a payroll tax cut bill that Obama signed into law in December.

But this week, Obama and the State Department said an environmental review of a portion of the proposed pipeline could not be rushed, closing the door on a quick start to the project.

BACK IN THE DAY

The CRS study examined the history of decisions by presidents on thorny issues involving approval of cross-border projects such as bridges and power lines stretching back to 1869, when President Ulysses Grant ruled on a French transatlantic cable used to send telegrams.

The report also looked at more recent court cases involving oil and gas pipelines crossing the Canada-U.S. border.

While the U.S. president has authority over foreign affairs, the U.S. Constitution gives Congress the power to regulate foreign commerce, the report explains.

Until now, presidents have issued permits by executive order for pipelines, and Congress has stayed out of the matter.

The report did not comment on specific proposals floated by Republicans in the Senate and House of Representatives, but said that "legislation altering the pipeline border crossing approval process appears likely to be a legitimate exercise of Congress's constitutional authority to regulate foreign commerce,"

Legislation on cross-border "facilities" like pipelines "is unlikely to raise significant constitutional questions, despite the fact that such permits have traditional been handled by the executive branch alone," it said.

REPORT 'HELPS THE CONVERSATION'

Any "plan B" drafted by Republicans would still have to clear a very big political hurdle. While legislation could easily pass in the Republican-controlled House, the Democratic-led Senate is another matter.

"Regardless of whether the Republican legislation seeking to rubber-stamp Keystone XL would pass constitional muster, it would still need to pass the Senate and be signed by the president, and that is not going to happen," a Senate Democratic aide said on Friday.

But the CRS report "greatly helps the conversation" among Senate and House Republicans strategizing about how to keep the project alive, said Ryan Bernstein, an energy adviser to Senator John Hoeven of North Dakota, whose office requested the study.

"I think this confirms what we've been saying all along - Congress has the authority to approve the Keystone pipeline," said Bernstein, who is helping Hoeven draft legislation that would see Congress approve the project.

Earlier on Friday, Republicans in the House of Representatives said they were considering using upcoming payroll tax cut or highway construction bills to force quick approval of the pipeline.

Representative Lee Terry, whose home state of Nebraska would host part of the pipeline, has drafted legislation to shift the Keystone decision-making process from the Obama administration to the independent Federal Energy Regulatory Commission, which regulates pipelines in the United States.

The House Energy and Commerce Committee will hold a hearing on Wednesday about Terry's bill and other Keystone measures.
