Europe tries to shield homeless from deep freeze (AP)

KIEV, Ukraine ? Russia and Ukraine both took extra precautions on Friday to protect homeless people, ordering new facilities and medical care after scores of people have frozen to death on the streets of Europe during a brutal cold snap.

As the death toll from the past week rose to at least 175 on Friday, Russian Emergencies Minister Sergei Shoigu ordered the creation of facilities nationwide to feed and provide medical assistance to the homeless.

Russia has not reported casualty figures from the cold snap, which has gripped a large swath of the continent from Russia to Serbia and reached as far west as the Netherlands. But Russian Deputy Health Minister Maxim Topilin was quoted by the ITAR-Tass news agency on Friday as saying that at least 64 people died from the cold in all of January.

With tens of thousands of protesters expected on the streets of Moscow on Saturday, doctors advised those taking part in the demonstrations to protect themselves from the cold as their grandmothers used to do: by wearing felt boots and smearing their faces with goose or pig fat.

Protesters also were encouraged to eat a big breakfast, preferably including meat, and refrain from drinking alcohol. While most will be protesting against Vladimir Putin's government, others will attend a separate pro-Putin rally.

In Ukraine, the hardest hit country, health officials have told hospitals to stop discharging the hundreds of homeless patients after they are treated for hypothermia and frostbite. The goal is to prevent them from dying once they are released into temperatures as low as minus 32 Celsius (minus 26 Fahrenheit).

Authorities also have set up nearly 3,000 heating and food shelters.

Thirty-eight more fatalities were reported from frostbite and hypothermia in Ukraine on Friday, raising the nation's death toll to 101. Emergency officials have said many of the victims were homeless.

Mykola Blyznyuk of the Health Ministry told the Kiev Post newspaper that many of the victims of hypothermia had broken their legs in falls and spent a long time on the ground in freezing temperatures while waiting for help to arrive.

Of the Ukrainians who have died since the cold weather hit Jan. 27, 64 were found frozen on the streets, 11 died in hospitals and 26 in their homes, emergency officials said.

It was so cold there, that some 1,500 swans, sea gulls and ducks froze to the ice in a small harbor near Ukraine's Black Sea port of Odessa, forcing emergency workers to use ships to break up the surface and free the birds, officials said.

The weeklong cold snap ? Eastern Europe's worst in decades ? is causing power outages, frozen water pipes and the widespread closure of schools, nurseries, airports and bus routes.

Bosnia reported its first deaths due to cold and snow. Five people died Friday in Sarajevo, most of them while shoveling snow, Dr. Tigran Elezovic said, and one person died in the southern city of Mostar, where ambulances could not reach the victim because of snow.

Rome ? where Italians are usually spared from cold winter weather ? experienced a rare snowfall on Friday, prompting officials to close the Colosseum, the Roman Forum and the Palatine Hill, the former home of Rome's ancient emperors, to prevent tourists from slipping and falling.

Northern Italy also has been gripped by snow and ice that is disrupting train travel.

Temperatures in the Italian Alps have fallen as low as minus -22 C (minus 7 F).

In the Netherlands, police in the eastern city of Wageningen reported that a homeless man found dead Thursday in a shed died of hypothermia, making him the first confirmed Dutch victim of the cold.

Traffic around the Netherlands was thrown into chaos Friday by snow. Trains ran with long delays and several flights in and out of Schiphol were delayed or canceled.

In Poland, the Interior Ministry recorded eight more deaths on Friday and said two other people died of asphyxiation from carbon monoxide-spewing charcoal heaters.

In Serbia, where six people have died, blizzards gripped Belgrade, the capital, and Novi, the country's second-largest city, complicating efforts to rescue people trapped in their homes.

Schools throughout the country will shut down next week, as part of emergency measures to deal with weather problems and save energy amid record electricity and gas consumption. The government also allocated fuel from emergency reserves for stranded areas in the Balkan country.

Neighboring Croatia and Montenegro also were hard hit. In Croatia, some highways were closed and waters of the Adriatic Sea froze in some areas. Buses that travel from Zagreb, the capital, toward the coast have been canceled.

In Montenegro, blizzards halted railway traffic, while cars were stranded in heavy snowfall on the roads in the north near the border with Serbia. Part of the capital, Podgorica, and a nearby area were left without electricity. The airport was closed due to heavy snow.

In northern Serbia, hundreds of tons of fish in the Ecka lakes were in danger because the water was icing over. Dozens of people have been working nonstop to break the ice, using hammers and all kinds of tools, and sometimes even falling into the freezing water.

Tax extenders ? the term given to provisions in the tax code that, if not renewed every year or two, will expire ? were the subject of a recent hearing of the U.S. Senate Finance Committee.

More than 130 extenders, from the R&D credit to deductions for state and local taxes, currently clutter the tax code, Senator Max Baucus (D-Mont.), ranking member of the Committee, said at the hearing. The uncertainty they create causes hassles for both homeowners and businesses. ?For businesses to succeed, Congress must provide a stable and certain tax code,? Baucus said.

Moreover, deciding whether to renew the extenders, and if so, how to cover the income foregone, takes Congress away from other issues. And, giving deductions or credits to certain groups of taxpayers means that taxes elsewhere have to go up, or expenditures down. Then, there?s a philosophical argument: ?If a provision is worthy of being in the tax code, then it generally should be made permanent,? Senator Orrin Hatch (R-Utah), also a ranking member, stated.

Austin Peay State UniversityChantelle GreyClarksville, TN ? Chantelle Grey, a junior on the Austin Peay State University track and field team, has been named the Copies in a Flash APSU Athlete of the Week.

Grey, who already holds the Ohio Valley Conference?s top-mark in the 800-meter run, won the event at the Niswonger Invitational with a 2:12.11 mark that is now the second-best in the league overall.

Grey also ran the third leg on the Lady Govs? Distance Medley Relay team, which set the APSU record at 12:27.66 ? breaking a mark that stood for 11 years. The Lady Govs DMR time ranks second in the OVC.

The Copies in a Flash APSU Athlete of the Week is selected by the APSU Sports Information staff each Tuesday during the academic year. Copies in a Flash, of Clarksville, sponsors the award.

Other notable performances by Austin Peay athletes included:

Senior Tanesha Campbell, of the track and field team, has made it a regular occurrence to set the APSU record in the shot put with each meet. At the Niswonger Invitational, Campbell?s 47-1.5 (14.36m) attempt moved into the OVC?s top spot in the event. It also was good enough for second place at the meet. Meanwhile, her 48-7.25 distance in the weight throw at the Niswonger is eighth-best in the league this year.

Senior John Fraley, of the men?s basketball team, averaged 17 points and nine rebounds in the Governors three contests last week. In the Governors 92-73 victory against UT Martin, Fraley scored 23 points while grabbing 13 rebounds.

Junior Kaitlyn Hill, of the women?s basketball team, shot 10-16 from the field scoring 26 points and adding 12 rebounds. Against Tennessee State Hill recorded her second straight double-double, scoring 10 points and grabbing 10 rebounds.

Senior Vanja Tomic, of the women?s tennis team, won her second-straight match at No. 1 singles. She defeated ITA ranked #103 Rebecca Shine from Louisville in a tiebreaker. She also picked up a home win against Evansville?s Dora Kotsiou.

Self Defense Street Fighting ? ?Women's Self Defense? Doesn't Exist!

Once, while being interviewed about street fighting based self defense, I totally shocked the interviewer by stating a simple fact that shook his belief system from the very foundation.

His question was: ?What would you recommend or what do you personally teach women in terms of self defense??

My answer was: ?There is no such thing as women?s self defense.?

Now that doesn?t mean at all that women cannot or should not learn to defend themselves, on the contrary, it means that I give women more credit than even they give themselves!

What I mean when I say that women?s self defense doesn?t exist is that there should not be a difference between the way a woman defends herself and the way that a man defends himself.

Read these five reasons why street fighting based self defense works and how they are just as applicable to women as to men:

1.

Street fighting based self defense works just as well against bigger attackers-Women?s self defense supposedly has to be different from self defense for men because women tend to be smaller and weaker. Well, I weigh 175 lbs and work as a bouncer. Can you imagine that I have ever been attacked by a smaller guy? Neither can I. Now, if I weigh 175 lbs and street fighting based self defense allows me to defend myself against someone 100 lbs heavier, why can?t a woman use the same concepts to defend herself against a much bigger man?

2. Street fighters aren?t afraid to strike first-A surprise attack by a bad guy is called a sucker punch. A good guy used a preemptive strike. Either way, it is the same thing, a way to take an attacker out before he even knew he was in a fight. What do you think would be a better choice for a woman to do, wait for an attack and try to block and fight back or to suddenly knock a potential attacker down and out before he attacks, as soon as she feels threatened and knows that there is no way to avoid a fight.

3. Street fighters practice very good situational awareness-As a bouncer, I am constantly trying to see a fight before it starts, to be able to respond before things really get out of hand. A mugger or rapist spends time observing potential targets before he chooses the easiest mark. How can so many ?women?s self defense? instructors tell their students to run away from a fight if they don?t give them the tools to notice a potential threat before it is too late? If your situational awareness, or your ability to see a potentially threatening situation coming and react before you are ambushed or attacked is on point, you won?t ever have to fight at all.

4. Street fighters have conquered their fears and don?t back down from anything-Ever hear of the concept of the ?cornered rat?? Well, rats are nature?s masters of street fighting self defense. Just like a rat, a good street fighter becomes much more dangerous when cornered and endangered. Bite, claw, give your attacker(s) everything you?ve got and die fighting because being afraid and giving-up didn?t ever win a fight or save a life.

5. Street fighters don?t train-Since developing my concepts of street fighting based self defense, I train much less than ever before in my life and am much more combat effective than ever before in my entire life. How should a working mom or business man find time for work, family, household and the hours of conditioning and technique training that most self defense or martial arts instructors claim are necessary to ensure your street survival? How about spending a few hours to learn a few brutally effective concepts of dirty street fighting and then having them for the rest of your life, on call to be used any time without maintenance training? Like I always say, if a technique is simple enough to use with minimal training, it is simple enough to use effectively on the street. If a technique is complicated enough to need to be drilled constantly, it is too complicated for use in a real street fight.
